I am working on an application where being able to use a GtkUIManager
would be a big help. However, as far as I can tell, there is no way to
bind a GtkUIManager-created menu to a HildonAppView ? If there indeed is
no such possibility presently, is such a feature planned ?

You can use gdb on the real N770,if you have a developer rootfs .
There are few limitations though.
Sometimes 770 runs out of memory when debugging a larger application.
Swapping to a mmc or usb harddrive is bit hacky but works.
Better option is to setup 770 to act
as an CPU
