Have you upgraded to Jaunty recently? I had the same problem when I upgraded
my installation - Xephyr stopped working. If that's your case, this link may

It was a bug in the menu; it was showing the widgets for you.

lines to /etc/dbus-1/system.d/xorg-server.conf (inside of the policy context
tags):
allow own=org.x.config.display2/
allow send_destination=org.x.config.display2/
