I had contacted CPANEL about that and it seems they are getting hung up on that
they don't yet have an "upgrade" to mailman 3 option that would also convert
current mailman 2 lists in production to mailman 3 I suggested that maybe
they could at least offer an option to install mailman 3 as

You might be thinking of Mailman3; most Mailman2 info is kept in python
