I need to know how you (are using / intending to use) mapguide-react-layout.
- Are you using the standard viewer release bundle (viewer.js)?
- Are you using the npm module?
- Other?
The answer (or not possible) will depend on which one.

- open the layout without any windows open (SelectionPanel, Layers/Legend,
TaskPane)
- let the SelectionPanel pop up as soon as someone clicks on an object
- let the TaskPane pop up as soon as someone clicks on the QuickPlot-widget
