I remember a client that told me that a ArcGis (9 or 10) had issues with consuming WMS. First, try with the WMS Client Gaia 3 to consume the WMS Service, it's free to download and very easy to use. If your mapguide WMS is correctly configured it must display maps. If It's Ok check ArcGis
