I need a help for how Linux accepts a modem dial-in, and issue IP
to the dialer, and makes dial-in to ppp network...?

Unless you are going to have a remote subnet behind that
PPP connection, you don't need the proxyarp line.
Sometimes it works, sometimes it doesn't.
