YouTube hopes this will cut down some of the concerns over copyright infringement of user-created content that plague the site. Likely it will, if for no other reason than making it much more explicit that uploading videos using the CC license gives up some of the user's right to control the content. It should also encourage people to attribute their sources properly. All in all, it's no magic bullet, but a solid step to address the issues riddling the site.
