over the existing installation, or do i need to run the update.php
script? any changes in the database-schema?

It has no database changes. Running update.php is usually not needed for
maintenance

The solution to this, crazy though it sounds, seems to be to open the
mysqldump'd database file in MS Word and tell Word it is looking at UTF-8.

When you copy the page from the german wikipedia to your wiki (Use the
same name otherwhise it won't work) you will have all spamblacklist
like the german wikipedia.
