Just in case any one else experiences this problem, I have resolved my
issue.
The fix was:
Adding the following line in NamespacePermissions.php
$wgGroupPermissions[ ns{$title}RW ][ ns{$num}_move-target ] = true;
(found it on Mediawiki.org)
Hope this is of some help.
Good idea! Though FCK kindly makes it impossible even to properly
create the *template*. I had to comment it out in LocalSettings.php,
create {{Create an article}} then uncomment it. Still, it's there now
... sort of a workaround :-)
