PanDoc (http://pandoc.org/) might do it (it has Berkeley roots, too!). 
The problem is not so much converting the format as mapping the elements 
in the new format. eg does a second level header map to Word's Header 2, 
or do they use a different descriptor?

A commercial service, as opposed to an individual with the necessary 
tools and copy editing skills, might be harder to find.

It sounds as though the user particularly wants to convert a LaTeX document
into the *format* of a provided Doc. I've never attempted anything like
this, but my intuition is that the only way to do this would be to convert
the latex to a word document and then copy-paste into the provided
template. If internal formatting changes need to be made (e.g. formula
label on left instead of right), Ian may actually have the right idea,
which is to convert the template to LaTeX, copy just the content (without
formatting) and then recompile.
