Yeah, I skipped the nmake install for libwin.
Added all the other stuff and works much better.

The libwin32 package may not pass all the tests, depending
on your Win32 flavour. You should go ahead and install it
anyway, as it's needed for the mod_perl tests.

The mod_perl tests do differ in that respect from tests in
other packages, but that's by construction.

Did you install libwin32 before running the mod_perl tests?
Also, have you installed the libwww-perl package and friends?
