I doubt you want to hear this, but this should be a pretty easy program to write yourself. The hardest part would probably be finding a copy of the RIFF WAV spec (a Microsoft/IBM standard which is, of course, available at neither of their web sites), and then finding the details of

The -l3wav parameter if mp3enc 3.1 doesnt seem to work under win98 (crashes mp3enc). This setting is supposed to wrap the encoded mp3 in a windows .wav file. Is there a program that can do this externally of an encoder? Ie: take an mp3 and wrap it into a wav? I prefer the output of mp3enc
