American elected to office in Minneapolis - died yesterday. Sorry,
confirmation came
I hate admit checking the electronic version of political rags,
(ChecksandBalances.com), but the following item without a specific bill
reference - appeared there today (if you can wade through the worst syntax
in journalism). I thought David said this bill was killed in committee.

It's not. When councilmembers are forced to share a constituent base, he/she
is more attuned to the shared constituency.

What ARE we going to do about these renegades in the streets of Minneapolis.
What sort of hammer hangs over the heads of civilian authorities that
prevents them from putting a stop to this inexcusable abuse of police powers
and an increasing intolerance for anything smacking of public defiance
barrel of
wonderful men and women is refuted by the frequency we're able to capture
their misbehavior on film or tape. The odds would otherwise be against it.

I agree. Information begets rationality. I'm second to none as most people
can discern here, in my criticism of the police culture, but that doesn't
excuse the idiocy of turning any celebration into an excuse for vandalism
and terror.
But therein lies a lesson: 1. Drunken children are going to
the
office elected, and that would be beyond the pale for police and fire
chiefs.
Time for a charter amendment again shifting those office back to public
accountability.
