OSDBitLocker.exe is the "Enable BitLocker" step, documented at http://technet.microsoft.com/en-us/library/bb632526.aspx. The WTG one is just a variation on that.
The task sequence provider MOF will show the breakdown of the command line options, e.g. how the default steps pass TS variables to the executables.
