Specifically: Has anyone ever found a satisfying solution for this? Last week I came across a similar problem, but instead of upgrading from Windows 7 to Windows 10 I'm trying to upgrade from Windows 10 Build 10240 to Windows 10 Build 10586. All of our company's Windows 10 clients are installed with en-US as base language and are afterwards updated with an appropriate language pack according to the subsidiary's preference. When upgrading to a newer build we need to use an en-US installation image as the original installation was done that way, but without switching the language back to en-US prior to installation the upgrade process seems to be unable to retain any settings and just keeps the files. This even happens when the currently used language pack is available in the new installation image. For bare metal and refreshes we're using the en-US media and adding the en-GB language pack which allows us to set the English (Australia) language as the default display language using Unattend.xml with no problems at all. With an in-place upgrade were seeing the default display language revert to English (United States) for new user accounts that log in (existing accounts that are migrated are not affected). The language pack is present following the in-place upgrade however where not able to set the Display Language, Input Language, Format or Location. I'm assuming this is the case because at no point is an unattend.xml file processed during an in-place upgrade and as far as I can tell there is no way to change these values with an online image using DISM...?
