Olá Como voce mesmo disse (e o erro aponta), voce deve definir o contact group. O que voce está fazendo, no services.cfg e hosts é utilizar o contact group, não defini-lo. Normalmente a definição é feita no contactgroups.cfg e contacts.cfg. O Nagios geralmente traz exemplos nestes arquivos.
