definir um contact, que é ligado ao contactgroup e ai sim vc vai utilizar
eles nos seus hosts e services.

E o que está faltando? onde mais eu devo definir o contact_groups???
No contact_groups.cfg...
Mas você deve olhar também no nagios.cfg se o nagios ele lendo esse arquivo.

Como voce mesmo disse (e o erro aponta), voce deve definir o contact
group.
O que voce está fazendo, no services.cfg e hosts é utilizar o contact group,
não defini-lo.
Normalmente a definição é feita no contactgroups.cfg e contacts.cfg. O
Nagios geralmente traz exemplos nestes arquivos.
Mas eu defini no services não?

Eu descomentei as linhas que estavam comentadas no nagios.cfg e agora eu
rodo e dá isso:

Instalei o NRPE_NT nos clientes windows :)

the first two notifications sent for this wrapper to be WARNINGs iff check_nrpe
encountered a socket timeout. Each following timeout should generate a CRITICAL
