In addition to the two mentioned in the FAQ, there is also NeDi
(http://nedi.ch). It's not built for integration with Nagios, but it is open
source and uses a MySQL backend. Great tool with lots of cool features.

I've setup some new servers in Nagios, and assigned them to a new user listed
in contacts.cfg and in an .htpasswd file for cgi access.
Running the configuration verification check shows no warning and no errors.
When logged in to the GUI as this user I can view all of the services, run
commands
and whatnot, but this is not what I want. By default,
shouldn't anyone listed as a contact for a host be able to view that host?

would be used as the host address, and then you could use other checks for the
interfaces. For instance, all of my Cisco routers have a loopback setup. I then
use 'check_ifstatus' to check the individual interfaces.

'Traffic data' doesn't use any port, it just resides on the device you are
monitoring. MRTG (and other apps) gather data from devices using SNMP.
You should join the MRTG mailing list, and ask a more specific question
I've used it. In fact, I wrote it. However, the version you pointed to is an
old one. Israel Brewster did a lot of work on tuning this plugin and fixing
some of my original mistakes. You should check Nagios Exchange for the latest
version.

It's much more than a plugin, it's an application all its own. But it does
network discovery, which is what you're looking for, and Nagios does not. Use
the correct tool for the job.
