As per Marc, you need the 'devel' packages installed as well. Did you
install Nagios via RPM or compile from source? If the latter, I would
suggest you install Nagios from RH's yum repository, thay way, all the
library dependencies will be installed as well.

The error message (Warning: This plugin must be either run as root or
setuid root ) is ambiguous!!!
check_nrpe means it will be run on the remote host, not the local
host. Please make sure the setuid bit is also set

Wolfgang Barth, check_icmp is supposed to be a drop-in replacement
for check_ping. I had trouble making it work. I've cc'd Wolfgang
