Also, try cleaning out the repo data:
yum clean all
Then:
yum install net-snmp

I haven't dealt with issues like this yet, but my inclination would
be to grant the nagios user passwordless sudo access to run up2date
as root, then tweak the check_up2date plugin to use sudo.
