I do some of both,  I use e-file with my sciver bit for the cuticles and to hone down any thickness,  and to get down those pesky calluses,  then I clip the nails with my clippers or nippers,  then I hand file with a smooth grit file then buff whole nail with oil and yellow buffer. Shannon
