After installing ConTeXt with
ContextMinimalInstall.exe, which didn't succeed,
I took http://minimals.contextgarden.net/setup/context-setup-mswin.zip
but couldn't figure out how to configure sciTE - even after reading the
SciTE in ConTeXt manual several times it still was
