Weird, really weird. Have you tried the
\setuppublicationlist[criterium=all]
that seems to be needed these days?

Hello all,
I might be the only one, but I wanted the index before the
bibliography, so
my backmatter looks like:
\startbackmatter
\completeindex
\completepublications
\stopbackmatter
which results in the log (excerpt)
title : - \headtext {pubs}
(./cxmf.tuo)
system : pubs not
