Actually what you want to do may be:
begin arranging-up-or-side.tex
\setuppapersize[A5][A4,landscape]
\setuplayout[location=middle]
\setuparranging[2SIDE]
%\setuparranging[2UP] —— Compare with the above
That is it! The difference between 2UP and 2SIDE had escaped me. Thanks.
