I have an image as a layer and want it to place on every page of a book
with some offset.

problem vanishes. Whats the underlying problem and how to solve it
without changing layout, fontsize or interlinespace?

Ok, solved. The problem was that Windows 10 by default installs new
fonts only for the current User, not for all. I changed that, now
everything is back to normal.

"setupnotation" (which I used already), not setupnote.
Btw: The default setup seems to be two lines distance, is that a correct
understanding?

but the old pdf was compiled with luatex 0.77.0, is that the difference,
