I ended up with \setupmathstackers[both][ hoffset=.5pt, voffset=0pt, ] which also reduced the vertical space. See the attached pdf files for the output of different versions of context (test.pdf is compiled with the latest beta). Outside of metapost, \overrightarrow works as expected.
