I have this minimal sample:

\setupregister[method=default]
\starttext
Aristote\index{Aristote},
%~ Œdipe\index{Œdipe}
Platon\index{Platon}
d'Ænésidème\index{Ænésidème}
\placeindex
\stoptext
If I comment the “Platon” entry, a is only one head.
But if I compile with that entry uncommented using latest beta from
2017.04.02 19:51, a are two heads.
Isn’t it a bug in index sorting?
