at the command line, but it did not work with --mode=short.

in your user scite props you need to say:
name.context.texexec=texmfstart texexec $(name.texexec.flag.pdfopen) $(1)

(1) temporary put \enablemode[...] at the to of the file

btw, you can make a local scite options file and add menu items (key bindings);
so you can map say ctrl-F10
