% show \setuphead values for all instances
% \showrootvalues[head]

% show \setuphead values for the title instance

I wonder why the option is displayed.

Title numbers are disabled by default.

\setuphead[title][incrementnumber=yes]

\starttext

\starttitle[ownnumber=?!,title=This is a numbered title]
\stoptitle

title is just an instance of a sectionhead; why not just try it with 
\startchapter and see what happens
