I can't speak to NAS, but we use SAN storage for this purpose and, yes, FSRM
works. It just looks like any other drive, so Windows doesn't care.

I should have mentioned that NetApp (Data OnTap) has its own quota
capabilities, but I'm not sure it can be set per user like with Windows. When
our Storage Team sets these up, the quotas they use are set per vfiler, as far
as I know.

As others have mentioned, it has to look like a local drive to the Windows
server to work. FSRM puts some data in the hidden System Volume Information
folder on the drive that will be used with it.
