Upon further review the Rough legged hawk I reported from Floyd Bennett Field today was in fact a Grey Ghost Harrier as seen from below. I was wrong, I miss identified the bird.
I wanted to see an RLHA and I did. unfortunately there wasn't actually one in my optics.
