At the moment the waiver doesn't cover for such errors and ommission, so
I'd appreciate it if you would allow us a year or two to have it modified.
This will of course require us to go the the OCA to ensure it complies
with its sanctioning rules. The OCA will need time to go to the CCA who will
review the general liability insurance policy as I'm sure they never
anticipated the possiblity of being sued over a handicapping system. (They
did cover the second coming of Christ though, just in case he shows up on
a Thursday night.) The CCA must consult not only with the UCI who will want
to know if the TT adds seconds to paticipants riding on non-diamond shaped
frames or who have high red blood cell counts, but also the insurance broker,
who in turn will communicate with the insurance underwriter. The latter
will be forced to compile new actuarial tables. The underwriter is
affiliated with Lloyds of London. Now as you know, Lloyds of London is not
a corporation but a collection of Englsih old boys known as names or some
such archaic term from Shakespeare's time. They too will have to consult
each other from the depths of the Empire and take a vote. God knows what they
do if there's a tie. Any changes filtering back through the layers (or is
that lawyers?) will then have to go back to the OBC Board, then to the
annual meeting of members followed by two pages of explanations in the
Spokesperson. If everything goes smoothly, none of the members of the Board
will suffer public execution.
I have questions too.
1. Do members of the Board get any seconds for dealing with this?
2. Do I get extra for being forced to wear a helmet?

Riders receive an individual handicap based on past performances, but
afterwards (before knowing others' results) can appeal to a
knowledgeable panel of judges (say, those who show up at Mugs after the
event!) for an added compassionate handicap.
