Ian Austen passes this additional comment:

... "a couple of small details to add to your ... run down
on cols. Cols only go up and over a mountain. So the climbs up to l'Alpe
d'Huez and Luz Ardiden--which dead-end at their summits--are not cols. Those
climbs have no title of any sort.
That being said, not all passes are cols. The smaller ones are always called
cotes or hills. That's generally the case for all fourth category climbs and
some third cats. And, of course, smaller would include all the climbs in the
Gatineaus if they were in France."
