Answering your questions:
1. The project considers both a Question/Test Editor (composer) as well as
the database of questions.
2. Up to this point I'm considering CC-BY-SA-NC for the site and editing
tools that will become available
Unfortunately NC licenses are beyond the scope of the Open Knowledge
Foundation, which is focused on material which is open as in the Open
Definition [1]. So we wouldn't be able to offer any support for the project
if it was licensed under CC-BY-SA-NC!

Jonathan makes a very good point. I believe NC and ND licenses have their use,
as do hundreds of thousands of community members, but I also believe that there
are more liberal options that are more in the spirit of open as defined by
the Open Definition.

My idea is to build a nice forms type editor, similar to SurveyMonkey,
GoogleForms and that style, where you get a WYSIWYG question
