Do you used a real DVD or an ISO? For the future you could use the iso mount feature of HP ILOs so you save time to burn the iso and save blank cd/dvd. propably an USB3 problem (not supported on current stable). - check if your USB stick is inserted in an USB2 port On some motherboards with special USB chipsets you must use an Sata DVD for setup.
