This ended up being a matter of RxMaxMTU being incorrectly
set under:
HKLM\SYSTEM\ControlSet004\Services\TransarcAFSDaemon\Parameters
instead of the proper place:
HKLM\SYSTEM\CurrentControlSet\Services\TransarcAFSDaemon\Parameters
