No, it is part of the prolog line, and since such a line must be made of the
parts defined (and only those parts), the file is malformed.
The RFC does not allow arbitrary data after the newline and before the prolog,
nor after the epilog
I was referring to "Data before the encapsulation boundaries are permitted,
and parsers MUST NOT malfunction when processing such data."

When the RFC says “a line comprising” it means ONLY having that text.
Otherwise it would have said “a line including.”
The file is mis-formatted.
