I don't believe the High Availability guide is accessible from
docs.openstack.org. I only know how to get to it from Google, shouldn't
there be a link to it on docs.openstack.org like the rest of the
documentation?

Sure, last I checked the authors weren't publishing it yet on purpose, to
ensure accuracy before publishing. I talked to Emilien this morning on IRC
and he's working on it.
It's great to see some demand for published docs, thanks for bringing it up.
