My favorite for remote console access on W2K is TightVNC -

Bala,
I
create shortcuts to the Oracle/dbs directory and bdump Udump directories
so that I can get there easily from my desktop.
I use
telnet to log onto the machine to bring the databaseup and down. I
have NT admins for installing the software, so I
don't
need to use PCAnywhere for
pcanywhere...the remote control for the windoze servers.

Be careful using Terminal Server
Depending on the size of your databases OEM and its Tuning Pack may work
very well for you.

Firstly is your management server started? You can check this my checking
the service under Start/Control Panel/Administrative Tools/Services: look
for Oracle{Oracle Home}ManagementServer service. You may also want to make
sure that the Oracle{Oracle Home}Agent service is also running.
Secondly
I don't believe that you need to use OEM to log onto DBA Studdio. I don't
use it, I just go right to DBA studio and log on as an oracle user.
