Qatar sets up Shiite personal law court

Manama: Qatar has set up a Shiite personal law court, the second Gulf
country to liberalise its judicial system after Bahrain.

The decision was announced after a meeting of the Supreme Judicial
Council, the highest authority in the country's judiciary. According to
the Council's decision, both Qatari nationals and expatriates will be
eligible to approach the Shiite court to seek resolution of disputes
relating to marriage, family matters and inheritance.

The court will follow the Shiite Jafria school of thought. Personal,
marital and inheritance-related disputes of Shiites were previously
resolved according to Sunni law.

The decision is considered a historic step, as Qatar becomes the second
country in the region to have begun the liberalisation of its Islamic
personal law.

In a meeting on Sunday the council took other important decisions,
including the establishment of a special department that examines and
registers official documents of personal and family affairs of the
members of the Shiite group.

The Supreme Judicial Council's meeting was the first this year and its
chairman was Mubarak Khalifa Al Assiri.

The decisions were officially issued by the secretary-general of the
council, Mohammad Abdullah Al Mohannadi. The council named three judges
who would head the special court for Shiites. They are Mustafa Mohammad
Ebrahim, Al Hadi Abbas Abdullah and Nasser Kazim Zuair.

Zuair has been additionally appointed head of the department that would
examine and register official documents related to personal and family
affairs of the members of the Shiite minority.

The council also issued a decision to allow a special division of the
lower court to hear criminal cases, including murder. Such cases were
earlier heard by the Sharia Court, which was merged with parallel courts
after the new judicial system was introduced last year.
