OK, so I'm not going mad. Site Welcome pages are simply not returning results.
They are being crawled but (perhaps) not indexed.
A little bit of digging by a third party developer with the same issue points
to a possible regression bug - and a Hotfix from July 2008!
Who the hell names these properties?!
So false means I want it crawled, right??

Hi all
Just to close this off, it appears that someone took the liberty of appending
rm1=0BBA4D7D%2D4F2C%2D4086%2D975A%2D8F9D2B6C6D53 to all people search
results, which is why it was defaulting to Name matches instead of All
matches.
