Are you doing an in-place upgrade or a side-by-side upgrade?
If you are building a new SharePoint 2010 Farm you can attach your 2007 Content
Database (SP2 or higher required) to the new Web Application. You don't need
to create the site collections as they are in the content

I am doing database migration to the new farm.
As you said, I can attach 20007 content database to the new Web application.
Client is saying rather than creating a new Web application, can we do
migration to a new site collection on existing web application.
I guess it cannot be done,
