Hi Paul, I can confirm. You can install the CU either on SP1 or on RTM. But the CU does not contain SP1. So if you install the CU without SP1 you have to install SP1 later because CUs released more than 12 months after SP1 will no longer install if SP1 has not been installed before.
In addition the SP2010 CU contains the SPF CU.
