You can normally build against openSUSE's ffmpeg libs and the package
will use the unencumbered ffmpeg libs. Mpeg2 is no longer under
patent.

There was a jack segfault bug after LTO was enabled in Tumbleweed,
I've fixed this but because jack is a major library it takes longer
than usual to be accepted into Factory. Meanwhile you can use jack

AFAIR multimedia:libs/lv2 replaced slv2 but that was around 2012,
don't know what happened to the Packman one. There shouldn't be
anything building against it, I introduced it to openSUSE
multimedia:libs.
