Our Client, The Indonesian - EU (European Union) Trade Support Programme, is
currently looking for project based local experts as follows:
LOCAL EXPERT 1:
Review of Legal Framework and Implementation for Control of Food Safety in the
Fisheries Sector
Requirements:
a.. Documented knowledge and at least 10 years experience from working with
the Indonesian Public Authority System and drafting of Indonesian regulations
and standards.
b.. Experience and knowledge from the fisheries sector will be an advantage.
c.. Approximately 27 working days.
Scope of work:
a.. Review of relevant documents and, to the extent needed,
verify/investigate their implementation trough interview with relevant
management and staff members in MMAF Directorate Generals and Provincial
Fisheries Directorates.
b.. Summarize main findings in regard to the Indonesian systems compliance
with EU regulation and its suitability to control food safety efficiently.
c.. Prepare a proposal to improve the Indonesian legal framework, within the
context of the Indonesian constitution, including at least, but not necessarily
limited to:
- overall policies
- main documents to be drafted/revised including explanation of their
interlinkages
- content by headlines in the main documents (with relevant
references to EU documents and present Indonesian documents)
- present Indonesian documents to be canceled following the
proposal.
a.. Recommendations to improvement of the legal base for official controls
implemented by MMAF and Provincial Fisheries Services, considering equivalence
with EU requirements and efficient control of food safety with cost efficient
procedures and methods.
b.. Conduct short seminar with management and officials from central and
provincial beneficiary institutions for presentation and discussing findings
and recommendations.
Output:
A proposal for revision of the Indonesian system for control of food safety in
the fisheries sector, focusing specifically:
a.. Validation of the Indonesian legal frame work and system for control of
food safety in the fisheries sector, including procedures and methods for
implementation, against EU regulations.
b.. Justified recommendations to revision of the system.
LOCAL EXPERT 2:
Technical Assistance - Standardization Information System
Activity 1: Review and Improve Information Services
Requirements:
· A minimum of five (5) years experience in the provision and
dissemination services of standards in the Indonesian environment.
· Approximately 20 working days.
Scope of work:
· To support the benchmarking study of the current situation of
information service provision by BSN against international (e.g other ASEAN
member countries) and European best practice.
· To assist in the preparation of the information services strategy and
work plan
Output:
a.. Prepare documentation in support of the activity in the Indonesian
language.
b.. Translate current key documentation into the English language to aid the
EU Non-key Expert e.g. 2½ year Work plan : including detailed actions for year

LOCAL EXPERT 3:
Technical Assistance - Standardization Information System
Activity 2: Strengthen the National Standard Network
Requirements:
· A minimum of five (5) years experience in activities associated with
strengthening national standards networks.
· Approximately 30 working days.
Scope of work:
· To support the evaluation of the existing national information
network that has been established by BSN in order to identify the current
problems of the network in terms of organization, personnel, sources of
information, and working mechanisms.
· To assist in the preparation of the report on the national standards
network.
Output:
· Translation of the report evaluating the current national standards
network both central and regional, identifying current workflow, including
SISNI, and INSTANET against EU best practice into Indonesian.
· Translation of report specifically identifying the training needs of
personnel into Indonesian.
· Translation of training materials into Indonesian.
· Translation of the recommendations to improve and strengthen the
national standards network into Indonesian.
LOCAL EXPERT 4:
Technical Assistance - Standardization Information System
Activity 3: Training of Trainers in Information (Security), Documentation
Management, and Information Services
Requirements:
· A minimum of five years experience in conducting training in
standardization information management and documentation services
· The expert must be able to assist in the design, preparation and
presentation of competency based training courses in information management and
security particularly in the application of ISO 17799 in the service industry.
· Approximately 50 working days.
Scope of work:
· To support the evaluation of the existing training services
undertaken by BSN in order to identify the current problems of the training
services in terms of personnel, sources of information, methods of
presentation, curriculum development, lesson plans, and evalua tion of the
training.
· To support the training of the trainers in information management and
security.
Output:
· Translation of all reports into Indonesian.
· Training modules of training for promotion and marketing of
information on standardization in Indonesian.
LOCAL EXPERT 5:
Technical Assistance - Standardization Information System
Activity 4: Training of Regional Officers to Strengthen Information Nodes
Requirements:
· A minimum of five years experience in conducting training in
standardization information services.
· Approximately 40 working days.
Scope of work:
· To assist in identifying the training needs to improve the capability
in terms of personnel, sources of information, tools of access, etc., of the
regional officers of East Java, North Sumatera, South Sulawesi, West Java, and
Central Java to provide information services to industries.
· To translate training modules and materials to be delivered to and by
regional information offices in Indonesian using Microsoft PowerPoint .
Output:
· Reports and documents produced in Indonesian
· Assist in the preparation of training modules for promotion and
marketing of information on standardization applicable to regional officers.
· Assist in training the local trainers in preparing and presenting
training modules for promotion and marketing of information on standardization
in Indonesian where appropriate.
LOCAL EXPERT 6:
Technical Assistance - Standardization Information System
Activity 5: Assistance with Dissemination to Stakeholders
Requirements:
· A minimum of 5 years experience of marketing information services
· The expert should have direct experience of marketing services in a
large geographical area.
· Approximately 20 working days.
Scope of work:
· To assist in formulating strategies to disseminate information on
standardization both centrally and regionally.
· To assist in ensuring both the availability and the effectiveness of
the network as well as the development of additional channels (paper and
electronic) for dissemination to stakeholders (including MASTAN).
· To assist in the development of guides for the stakeholders in
gaining information of standardization.
Output:
a.. Translation of pertinent dissemination documents.
a.. Translation of the Strategic plan to cover a 2 ½ year period for the
enhancement of dissemination services throughout Indonesia in the Indonesian
language.
LOCAL EXPERT 7:
Technical Assistance - Standardization Information system
Activity 3: Training of Trainers in Information (Security) and Documentation
Management and Information Services
Requirements:
· A minimum of ten years experience in conducting training in
standardization information management and documentation services.
· First hand experience in the design, preparation and presentation of
competency based training courses in information management and security
particularly in the application of ISO 17799 in the service industry.
· Capable of undertaking training needs analysis and have direct
experience of training trainers in Kolb cycle methodology appropriate to a
competency based training environment.
· Approximately 60 working days.
Scope of work:
· To evaluate the existing training services undertaken by BSN in order
to identify the current problems of the training services in terms of
personnel, sources of information, methods of presentation, curriculum
developmen t, lesson plans, and evaluation of the training.
· To undertake the training of the trainers in information and
documentation management and security and appreciation of the need for
commercial aspects of standards supply.
Output::
· Report on the current problems of training services undertaken by BSN.
· Recommendations for better establishment of training services to
local industries and to potential users.
· Training modules for promotion and marketing of information on
standardization.
· Trained personnel (6 BSN personnel and 6 external trainers) in
information and documentation management and security.

Technical Assistance - Standardization Information System
Activity 4: Training of Regional Officers to Strengthen Information Nodes
Requirements:
· A minimum of ten years experience in conducting training in
standardization information services.
· First hand experience in the design, preparation and presentation of
competency based training courses in information services.
· Capable of undertaking training needs analysis and have direct
experience of training trainers.
· Approximately 50 working days.
Scope of work:
· To identify the training needs to improve the capability in terms of
personnel, sources of information, tools of access, etc., of the regional
officers of East Java, North Sumatera, South Sulawesi, West Java and Central
Java.
· To provide information services to industries.
· To formulate training modules and materials to be delivered to and by

Output:

regional offices to be able to provide better services to local industries and

· Trained local trainers in preparing and presenting training modules
for promotion and marketing of information on standardization.
LOCAL EXPERT 9:
Technical Assistance - Standardization Information System
Activity 5: Assistance with Dissemination to Stakeholders
Requirements:
· A minimum of ten years experience of marketing information services
and particularly in selling national standards in the EU member states.
· Direct experience of marketing services in a large geographical area.
· Approximately 20 working days.
Scope of work:
· To formulate strategies to disseminate information on standardization
both centrally and regionally.
· To ensure both the availability and the effectiveness of the network
as well as the development of additional channels (paper and electronic) for
dissemination to stakeholders (including MASTAN).
· To assist in the development of guides for the stakeholders in
gaining information of standardization.
Output:
a.. Strategic plan to cover a 2 ½ year period for the enhancement of
dissemination services throughout Indonesia.
b.. Guides for dissemination.
