Are you saying this from experience or from theory? I'm just trying to work
out how a person on the other end would hear themselves back when it is not
their sound card settings that have been tweaked.

they hear themselves back with a slight delay via the other person's what
you hear settings. Likewise if you have a software synth for speech, they
will hear that too.
In terms of recording skype out, I manage to do it very successfully but I
do have two sound cards and a mixer.
Hi Chrissie. I think that Skype sis a neat program, and the sound quality is
great, but for my money, I like the older version, because then, I don't have
to do a lot of mousing around. I like the keyboard better.

I have a main question about resampling.
When you down sample from a faster bitrate for example 44100 to 8000 you loose
alot of quality.
But if you upsample from 8000 hz to 44100 hz you don't get a better sounding
sound.
My question is if it could be posible to make the sound sond better

Can you plug conventional mics into the sb live mic jack nad get results or do
you need a mic speshly meant for computer use. And if I can use a conventional
