need help with Sound Forge 7 and Plug-In Chainer

hi, I need some help! I am using Sound Forge 7.0, and every time I open a file up, sf7 also opens up the Plug-In Chainer. when I close it, the word docker is said! but I can't find it on the screen! can any body tell me what is going on? and how I can stop it from happening!
