Does anyone know if the above mentioned program is accessible with Jaws?
If so, where can I get a copy, and are extra scripts required.

I don't know where you could find Cakewalk Pro 9. The program is now
called Sonar and we're up to Sonar version 6. Sonar works fairly well with
Window Eyes out of the box. There are free and $200 JAWS scripts available.
The $200 scripts offer great access as well as Sonar tutorial. There
expensive from what I've been told. It's worth it though.
