You could try Dragon Natural Speaking, a program designed primarily to give the 
computer oral instructions or to dictate text, but you could play an audio file 
into it, probably with fair results.

Windows also now has a native Voice Recognition capability which could also 
possibly be of some service for that purpose.

Just a couple of hints.

There are online services which seem to be professional outfits which 
will do professional translation of your MP3 to text.
There is however another service I found where you can upload a file and 
have the service collate a text file for you, a translation of your MP3 
to download, actually you can upload in multiple formats, Ogg and Wave 
being amongst them.
The service will only work in English and accuracy of the translation is 
not guaranteed.
