An open track is more akin to a school, and often is a school. People are
driving on the track at speed but are not competing for position and are not
supposed to be taking nearly the level of risk that is accepted in a race. As

That's a different problem. Drivers are often poorly vetted, and have
no particular connection to someone else' precious child. Under those
circumstances such an arrangement makes a lot of sense, but so does
having seat belts in all buses something which may still not be
implemented
I found the smoking gun of my email barrage. A whole set of PDML
bounces and a an email that said the equivalent of I can't get
through so I'll keep sending it. While I normally admire
persistence, I'll try to avoid this in the future.
