I can think of this explanation:
difference of 1/2 stop at f/11 - 22 is so small in absolute
physical dimensions that they did feel that making halfstops
there would not be repeatable enough due to mechanical
nature of the aperture

I don't know why.
But, having checked a few of my Pentax and Tak lenses, they all have 1/2
stop detents between all of the aperture numbers, except the last
(smallest) stop, where there is no 1/2 stop detent.
For lenses with f16 as the smallest aperture, there is no 1/2 stop
detent
.

stops thoughout. The rest of my Taks and Pentax are 1/2 stops except a full
stop, just before the smallest stop.
BUT, to further confuse things, my old 3.5 200mm Takumar pre-set, has full
stops throughout
